On Ratification of the Memorandum of Understanding between the Cabinet of Ministers of Ukraine and Headquarters, Supreme Allied Commander Atlantic and Supreme Headquarters Allied Powers Europe regarding the provision of Ukrainian Host Nation Support for the execution of NATO Operations

The Law proposes to ratify the Memorandum of Understanding between the Cabinet of Ministers of Ukraine and Headquarters, Supreme Allied Commander Atlantic and Supreme Headquarters Allied Powers Europe regarding the provision of Ukrainian Host Nation Support for the execution of NATO Operations (hereinafter refer to as Memorandum).

The Memorandum sets legal grounds of Ukraine's support to military or peacemaking NATO operations within the frameworks of Agreement Partnership for Peace.

The Memorandum stipulated granting by Ukraine of technical, informational, medical and other aid to NATO military units during their military operations and exercises. Types and means of Ukraine's support to NATO operations, pursuant to the Memorandum, shall be determined by separate agreements. It is established in the Memorandum, that the above aid shall be granted for payment. Thereto the Memorandum sets the regime of exemption of carried out for achievement of its aims economic transactions from levy of taxes and other obligatory payments.

The Memorandum gives to NATO armed forces the right to quick entry into the territory of Ukraine, if it is necessary for carrying out general policy of the North Atlantic Alliance. It is determined, that in case of necessity NATO military technic (airplanes, helicopters, tanks, and ships) may move on the territory of Ukraine on the basis of general permit.
